Governance and transparency
A French nonprofit association governed by the Law of 1901, Pont de Mer Humanitaire coordinates pathways to medical care and continuity of study. This page distinguishes the governance currently in force from changes submitted to an Extraordinary General Meeting or envisaged for a later stage.
Action grounded in cooperation
Pont de Mer Humanitaire works alongside existing systems and specialist organisations.
The association does not replace medical facilities or humanitarian organisations already operating on the ground.
Its primary role is to:
- Structure and document humanitarian case files
- Facilitate communication among the relevant actors
- Identify the right contacts and available capacities
- Coordinate medical, academic, administrative and logistical steps
- Support complex pathways within the limits of available resources
A human-scale organisation
As a recent and independent nonprofit, Pont de Mer Humanitaire is progressively developing its tools, network and partnerships around a focused mission: reopening access to medical care and education when war disrupts or blocks a pathway.
The association pays particular attention to:
- transparency,
- respect for institutional frameworks,
- confidentiality,
- and cooperation among stakeholders.
Structured and evolving governance
Current governance rests with the Executive Committee, which oversees operations. Version 2.0 of the bylaws, approved by the Executive Committee and submitted to an Extraordinary General Meeting, provides for a separate Board of Directors. The Ethics and Scientific Committee and the ambassador network are planned for a later stage and have not yet been established.

Operational oversight, day-to-day decisions and monitoring of sensitive cases.

Board of Directors
Planned body, not yet established.
Version 2.0 of the bylaws approved by the Executive Committee provides for a separate Board of Directors responsible for strategy and oversight. It will be established after the bylaws are adopted, in accordance with the applicable rules.
Ethics and Scientific Committee
Planned body, not yet established.
It may provide independent scrutiny of the intervention framework, ethics, protection of people and risk.
Supporters and Ambassadors Network
A planned network that has not yet been constituted. It may mobilise expertise, trusted contacts and practical support but will have no decision-making authority within the organisation.
Partnerships and networks
Pont de Mer Humanitaire is steadily building cooperation with:
- Hospitals and health professionals
- Universities and training institutions
- Humanitarian and civil-society organisations
- Public institutions, local authorities and diplomatic missions
- Foundations, companies, patrons and funders
Some partners and forms of cooperation may remain unnamed when required to protect the people concerned, preserve confidentiality or safeguard those involved.

Version 1.0 of the internal rules remains a draft subject to approval by the first Board of Directors. These documents are therefore not yet published as governing texts in force.
