Open letter supporting the continuation of the Al Rayyes family’s medical care and visa applications

Human Sea Bridge and several organisations are making public an open letter calling on the French authorities to allow Arafat Al Rayyes to continue his medical care in France and to bring the visa applications submitted by the three family members currently in Cairo to a successful conclusion.

We call on you to enable, as soon as possible, the continuation in France of the medical care of Mr Arafat Al Rayyes, seriously injured in a bombing in Gaza on 13 September 2025, and to bring to a successful conclusion the visa applications submitted by the three members of the family currently in Cairo.

After several months of démarches with French and international institutions, Arafat Al Rayyes, his wife Sanaa and their son Mohammed were evacuated from Gaza through Rafah on 4 June 2026 under the coordination of the World Health Organization. This evacuation was a decisive step, but it did not bring their medical and recovery journey to an end.

Since arriving in Egypt, the family has remained in Cairo awaiting the decision that would allow them to enter France. Brest University Hospital has reiterated its availability and confirmed its ability to provide multidisciplinary care for Arafat Al Rayyes’s serious traumatic injuries. A medical solution has therefore been identified and is ready to be mobilised.

For more than a year, our organisations, alongside many citizens, have maintained a continuous, public and peaceful mobilisation in Concarneau and Quimperlé in support of civilian protection, respect for international law and access to healthcare for the most vulnerable.

Our request is not for preferential treatment. It is based on a documented situation, an established medical need, confirmed hospital capacity in France, and genuine family and human ties. Yaser Al Rayyes, the son of Sanaa and Arafat Al Rayyes, has lived in Concarneau since 4 June 2025.

The medical condition of Sanaa Al Rayyes is currently stable. Arafat Al Rayyes’s condition, however, remains particularly concerning. Examinations carried out in Cairo have confirmed the extent of his ophthalmological, respiratory and maxillofacial injuries.

Specialists consulted in Egypt now consider the prospects of recovery in his left eye to be very limited. Brest University Hospital is ready to organise multidisciplinary care involving ophthalmology, ENT, maxillofacial surgery and reconstructive surgery.

Functional medical emergency

Time is a determining factor. Some procedures carried out in Egypt could compromise treatment options envisaged in France; conversely, delaying care for too long creates a risk of lost therapeutic opportunity for the patient.

Mohammed Al Rayyes, who will turn 13 on 20 August, is progressing favourably physically but remains marked by the trauma of war. While awaiting the decision, Sanaa and Mohammed are taking French lessons at the Institut français in Cairo.

The visa applications have been submitted. A medical solution exists. A French hospital team is ready to receive the patient. The care pathway is identified. Only the decision allowing it to be implemented remains outstanding.

We therefore ask that a favourable decision be taken as soon as possible so that Arafat Al Rayyes, accompanied by his wife and minor son, can travel to France and continue his medical care at Brest University Hospital.
